On July 8, 2021, during the regular session of the Sangguniang Panlalawigan of the Province of Northern Samar, an important ordinance was approved at the Provincial Capitol in Catarman.

This ordinance formally renamed the Provincial Livelihood and Development Office (PLDO) to the Provincial Economic Development and Investment Promotions Office (PEDIPO). The change elevated the office into a separate department under the Provincial Government, strengthening its role in economic planning and investment promotion.

The creation of PEDIPO was aligned with the Local Government Code of 1991 and national policies encouraging local governments to promote economic growth, generate employment, and attract investments. It also followed guidelines from the Department of the Interior and Local Government on establishing Local Economic Development and Investment Promotion Offices.

Through this ordinance, all functions, personnel, and plantilla items of the former PLDO were transferred and integrated into PEDIPO, ensuring continuity while avoiding duplication of functions. Key positions were also reclassified to support the expanded responsibilities of the new department.

Overall, the establishment of PEDIPO marked a significant step toward strengthening local economic development, improving the business climate, attracting investments, and reducing poverty in Northern Samar.
